Description
Please note this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Network Contracting Office 2 -Department of Veterans Affairs - Veterans Integrated Service Network 2 (VA New York Harbor Healthcare, VA New Jersey Healthcare System, VA Hudson Valley Healthcare System, James J. Peters VA Medical Center and VA Medical Center Northport) is currently conducting market research for Send Out Laboratory Reference Testing Services
VISN 2 VA s have a requirement for send out reference laboratory testing services. These services are necessary to process the send out laboratory reference tests provided by the five (5) VA Medical Centers and 28 CBOC s of VISN 2 (South). Send out reference laboratory testing services are highly specialized and are held to very strict standards. These tests are a necessary and integral part in providing quality care to our Veterans and returning Service members. Services will include: the transportation of clinical laboratory specimens to the Contractor s laboratory(s); the performance of analytical testing as defined by the Contractor s reference test manual; the reporting of analytical test results; and consultative services as required.

Contractor shall provide a full range of referral laboratory services to include all labor, supplies, equipment, maintenance, information technology, and supervision necessary to provide send out reference laboratory services for the Veterans Integrated Service Network 2. VISN 2 is comprised of five (5) VA Medical Center facilities. Send Out Reference Laboratory Services includes specimen preparation and storage; transportation of clinical laboratory specimens, microbiology cultures, and stock, cytology and/or surgical pathology specimens to include cutting tissue blocks, genetic testing, performance of analytical testing; reporting of analytical test results; and consultative services. If the Reference Laboratory does not perform a requested test, it will facilitate sending the specimen to a Reference Laboratory that does.
The North American Industry Classification Systems (NAICS) is 621511 (Medical Laboratories) and the standard size is $41.5 million. The Product Service Code (PSC) is Q301 (Medical Laboratory Testing).
All responses to this notice MUST be submitting in writing and emailed to charnell.cunningham@va.gov and must be received not later than March 22, 2023 at 10:00AM EST. Interested parties shall provide company/individual name, a capability statement, examples of same or similar work performed at other facilities (resumes), DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time may not be considered for this procurement.
The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 621511. Responses to this notice will be used by the Government to make appropriate acquisition decisions. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: https://vetbiz.va.gov/ and Veteran Small Business Certification (sba.gov)). Contractor must be registered in System for Award Management (SAM) (see internet site: https://sam.gov/content/home). A solicitation is not currently available. If a solicitation is issued, it may be announced on Contracting Opportunities website https://sam.gov/content/opportunities at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
