Description

The Naval Air System Command (NAVAIR) intends to award a Cost Plus Fixed Fee (CPFF) Delivery Order under Lockheed Martin Corporate Basic Ordering Agreement (BOA) N00019-19-G-0029 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, to procure development and integration of a new display capability for the MH-60R/S platform. This effort will continue design and validation activities required to mature Weapons Replaceable Assemblies (WRAs) for the Cockpit Large Area Display (CLAD), Control Display Unit (CDU), Safety Critical Computer (SCC), Sensor Operator Console Large Area Display (SOCLAD), and Sensor Operator Console Human Interface Device(s) (SOCHID).



This effort will also continue design, implementation, integration, and validation activities required to deliver Computer Software Configuration Items (CSCIs) for the Primary Flight Display functions of the CLAD, Virtual CDU, and updates to the Avionics Operating Program (AOP). It will also continue the development and definition of the ARINC 661 Cockpit Display System (CDS) necessary for the integration of the CLAD, SOCLAD, CDU, SOCHID, SCC, mission computer (MC) and Flight Management Computer (FMC). The effort will also continue Installation Design and Analysis activities required to integrate the new WRAs onto the MH-60R/S platform and obtain airworthiness certification. The projected delivery date is 31 October 2024.



This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services without duplication of costs to the government or unacceptable delays to the government’s schedule.



Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the NRE efforts listed require a substantial initial investment or an extended period of preparation. However, the Government will consider all responses received by the closing date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
